Možností je několik. Můžete zkusit v /proc/sys/net/ipv4 zvýšit hodnotu tcp_max_tw_buckets, snížit tcp_fin_timeout nebo nastavit na jedničku tcp_tw_reuse nebo tcp_tw_recycle.
