Word, alone, has more than 1100 individual XML elements that need to be processed. We do this processing by writing something called a "handler", and each one of these elements needs a handler. a team of 5 developers will implement 25 handlers a week, which means that we’d have all the XML handlers written in 44 weeks. Nevertheless, we’ve taken a little less than a year to get the converters reading the new file format. We still aren't writing the new file format [...] and I’ve completely left out all of the design and coding for the intermediate representation of the file. In other words, we're almost halfway through the schedule, with less than a quarter of the development work done. This is just for Word.
Podle vyjádření Briana Jonese z Microsoftu je to blbost. Jinde zase přímo píše:
You don’t need to sign anything or even reference anything. You are free to use our formats as much as you want and you don’t need to make any mention or reference to Microsoft. You can implement these formats so that you can both read and write the formats with your technology, code, solution, etc. In other words we will not sue people for using the formats even if it is competitive software.

If you want to build a solution that works with our formats you’re free to do so without worrying about patents or licenses associated with our formats.
Není mi vůbec jasné, odkud se berou informace o nutnosti přistupovat na nějakou šílenou licenci. Narozdíl od informací o obrovské složitosti formátu (které věřím, i když specifikaci OpenXML příliš neznám) je nepokládám za pravdivé.
